MOTION

 

I MOVE that Item 42 on today’s Council Agenda (CF 06-0713) BE AMENDED, as follows:

 

  1. Instruct the Department of Water and Power to work with Southern California Edison as well as the already established working group on this matter and to report back to Council relative to the distribution of electricity within the Blue Star Mobile Home Park, the billing practices for electrical services to the residents and to recommend any necessary changes so that low income residents of the Blue Star Park are eligible to receive the same discounted services that is available to other Department of Water and Power subscribers. 

 

  1. Instruct the Department of Building and Safety to report back on the scope of its authority to inspect mobile home parks for health & safety violations, and recommend any changes to current city ordinances or state law that would give them authority to investigate.

 

  1. Instruct the Department of Planning to report back on what remedial measures are available to mobile home residents who live in Mobile Home Parks that are being converted to other uses.

 

  1. Instruct the Chief Legislative Analyst to report back on recommended changes to state law that would increase the relocation benefit payment that is made to residents of Mobile Home Parks when they are converted to other uses.

 

  1. Instruct the Los Angeles Housing Department to report back on the ways and means of surveying tenants residing in Mobile Home Parks within the City of Los Angeles to determine the occurrence of unfair business practices and illegal rent increases and to recommend changes to state law to increase the number of units that are subject to the RSO.

 

  1. Instruct the Chief Legislative Analyst to work with the League of California Cities and the seven other identified municipalities experiencing problems similar to those experienced at the Blue Star Mobile Home Park and other mobile home parks or manufactured home communities, and to report on possible legislative solutions to address these problems.
